Bolivia Advances Open Skies Policy with Panama and Paraguay Agreements
Bolivia is taking significant steps towards enhancing its aviation capabilities by adopting an Open Skies policy. Recently, the Bolivian government announced the signing of Memorandums of Understanding (MoUs) with Panama and Paraguay. Key Agreements with Panama and Paraguay
On April 6, important agreements will be formalized in Santiago, Chile. The signing coincides with a meeting of the Executive Committee of the Latin American Civil Aviation Commission (CLAC). Bolivia’s Minister of Public Works, Services, and Housing, Mauricio Zamora, emphasized the significance of these legal instruments.
Fifth Freedom of the Air
- The agreements will enable airlines from Panama and Paraguay to operate with enhanced flexibility.
- They will allow the transport of passengers and cargo through Bolivia as an intermediate point in international routes.
- This includes the essential “fifth freedom of the air,” which permits foreign airlines to pick up and drop off passengers in Bolivia.
This provision is crucial for creating competitive pricing and improved services. For example, a Panamanian or Paraguayan airline could collect passengers from Santa Cruz and transport them to a third destination, such as Chile or Brazil.
Development of Viru Viru Airport
This initiative supports Bolivia’s goal to establish the Viru Viru International Airport as a major logistics and connection hub in South America. The new agreements represent a continued effort to enhance Bolivia’s air transport network.
