His Majesty’s Revenue and Customs (HMRC) has awarded a significant contract to Amazon Web Services (AWS) worth £472.8 million. This contract involves migrating services from three Fujitsu-run data centers, marking AWS as the only remaining bidder in the procurement process.

The official contract award notice was published on March 23. It is set to begin in April 2026 and will run for a minimum of seven years, with an option for a three-year extension. This migration is aimed at ending HMRC’s reliance on Fujitsu’s services by June 2028.

The contract, titled “Procurement for the provision of Hyperscaler Services to enable Data Centre Exit,” aims to transition to UK-based cloud hosting. HMRC emphasized that it did not seek hybrid cloud services, which limited the bidding pool.
Competition and Market Dynamics
The bidding process initially saw interest from major players including Google and IBM. However, both withdrew, narrowing the competition to AWS. Reports indicate that the tender was arguably structured to favor AWS, given their proven track record in hyperscaler cloud services.
With AWS and Microsoft dominating about 80 percent of the UK cloud services market, concerns have been raised regarding competition. The Competition and Markets Authority (CMA) is currently investigating these dynamics and their implications for public sector procurement costs.

Political tension surrounds the decision, with questions about the impact of limited competition on public spending. The CMA suggested that UK public sector bodies might be overpaying for cloud services by approximately £500 million annually.
