Legault Promises Positive Budget News Ahead of Release

As Quebec prepares for the upcoming budget announcement by Finance Minister Eric Girard, Premier François Legault promises positive budget news regarding the plan to restore fiscal balance. Girard’s eighth budget will be delivered on Wednesday and is expected to be “sober, targeted, and responsible.” However, despite rising gasoline prices, which have been attributed to geopolitical tensions, there will be no government compensation for motorists.

Financial Outlook and Budget Deficits

Finance Minister Eric Girard has expressed optimism about the state of Quebec’s finances. He claims that the deficit will be less significant than previously anticipated, a positive shift for the province. The current deficit stands above $10 billion, and discussions are ongoing about whether it will drop below this psychological barrier.

Legault noted that the deficit is partly due to tax cuts benefiting citizens. Since coming to power, the government has implemented tax reductions averaging $950 per person. In November’s update, the deficit figures were projected at $12.4 billion for 2025-2026 and $9.5 billion for 2026-2027, which represent 1.9% and 1.4% of the GDP, respectively.

Budget Strategy Amid Uncertainty

Girard emphasized the importance of fiscal caution given the prevailing uncertainty in the economic landscape. Factors such as the 2026 review of the free trade agreement and ongoing global conflicts, particularly in the Middle East, weigh heavily on economic forecasts.

  • Budget labeled as “sober, targeted, and responsible.”
  • Projected deficits for upcoming years are significant.
  • Economic uncertainty includes geopolitical tensions and trade agreements.

Support for Families and Care Infrastructure

One notable element of Girard’s budget includes plans to convert 5,000 non-subsidized daycare spaces to subsidized ones starting in 2026-2027. The initiative aims to support families amid rising living costs and will cost $400 million over five years.

Since the Coalition Avenir Québec (CAQ) took office, 60,000 subsidized daycare spots have been funded, a significant achievement for the administration.

Provisions for Leadership Transition

Although Girard has indicated that the budget will not introduce new expenditures, he acknowledged a provision for the future premier to address upcoming promises. This allowance is meant to facilitate potential announcements by the new leader after the budget presentation.

Opposition Expectations and Concerns

Opposition leaders have expressed hopes for a more prudent and responsible approach from Girard. Paul St-Pierre Plamondon, leader of the Parti Québécois, cautioned against a potential spending spree following the upcoming leadership contest within the CAQ.

Charles Milliard, leader of the Liberal Party, called for attention towards inflation and essential state functions, emphasizing the need for support in health and education. Québec Solidaire is advocating for increased taxes on the wealthiest households to help return to fiscal balance.

As the budget day approaches, all eyes will be on how the government addresses these economic challenges while remaining committed to responsible financial management.
