Ontario Revamps All Immigration Streams

The Ontario government is set to revamp its immigration streams. This significant overhaul of the Ontario Immigrant Nominee Program (OINP) aims to streamline processes and better align with labor market needs. Legal changes under the Ontario Immigration Act (OIA) are scheduled for implementation on May 30, 2026.

Key Changes to Ontario’s Immigration Streams

The upcoming modifications will introduce targeted draws and establish new regulations for employer-supported immigration applications. The changes may impact various current applicant categories.

  • Foreign Worker category
  • International Students with Job Offer category
  • In-Demand Skills category
  • Master’s Graduate category
  • Ph.D. Graduate category
  • Human Capital Priorities category
  • French-Speaking Skilled Worker category
  • Skilled Trades category
  • Entrepreneur category

Once these updates take effect, individuals qualifying under these categories will no longer be eligible for provincial nomination. However, the OINP has not clarified if these changes are permanent or if newly established categories will serve the same applicants.

New Regulations and Selection Criteria

The OINP will enhance its framework for issuing invitations to apply (ITAs). The director will now have the discretion to provide either general or targeted invitations for provincial nominations. Targeted draws will consider a range of criteria, including:

  • Level and field of education
  • Proficiency in English or French
  • Intention to settle outside the Greater Toronto Area
  • Skill and work experience level
  • Earnings history

This method will prioritize candidates who possess key attributes that meet Ontario’s labor market demands.

Employer Job Offer Verification Procedures

Another significant adjustment involves the verification of job offers from Ontario employers. Candidates requiring a job offer must now work only with registered employers approved by the OINP director. Employers must also register and submit eligible job offers to qualify their candidates for provincial nominations.

Consultation on Future Immigration Streams

In late 2025, the OINP consulted stakeholders regarding these changes. The proposed revamp encompasses a two-phase strategy. In phase one, the existing Employer Job Offer streams will merge into a single stream featuring two distinct pathways—one for higher-skilled occupations and another for lower-skilled roles.

Phase two aims to replace the remaining streams with three new categories:

  • Priority Healthcare Stream
  • Entrepreneur Stream
  • Exceptional Talent Stream

This comprehensive reassessment reflects Ontario’s commitment to creating an immigration system that responds effectively to its economic and labor market needs. More information will follow as the proposals advance.
