Halifax Converts Mic Mac Mall Parking Lots into Housing Units

Halifax is set to undergo a significant transformation as plans to convert the parking lots surrounding Mic Mac Mall into a vibrant new neighborhood have been approved. The Halifax councillors recently endorsed the M District development project, which aims to create a new residential community in Dartmouth.

Details of the M District Development

The initiative encompasses a vast area of 24 hectares, with the goal of constructing up to 2,800 housing units. These units will be distributed across seven high-rise towers, varying in height from 25 to 40 stories, along with four mid-rise buildings reaching up to nine stories. A special care housing facility will also be a part of this comprehensive project, led by developer Joe Ramia.

Projected Growth and Resident Impact

This ambitious development is expected to attract approximately 8,600 new residents over the next decade to two decades. While many community members expressed support for the project, concerns were raised regarding its scale and density.

Deputy Mayor Patty Cuttell echoed these sentiments, emphasizing the need for more than just a small park to foster a sense of community.

Councillor Kathryn Morse expressed that the development appeared lackluster, stressing the importance of incorporating more green spaces, especially given its proximity to the highway and mall.

Support from Local Officials

Despite the concerns, the Harbour East – Marine Drive Community Council approved the plans. Area councillor Sam Austin highlighted the project’s benefits, such as improved pedestrian and cycling connections to nearby trails. He acknowledged the challenges of accommodating growth while maintaining quality of life for existing residents.

Project Timeline and Future Plans

The project’s first phase includes the construction of a new transit terminal, a 17-storey special care facility providing 400 bedrooms, and an expansion to the mall’s west side, featuring office and entertainment space up to 13 stories high. The developer plans to incorporate underground parking within the residential buildings, providing adequate space for residents and guests.

As development progresses, precise construction timelines will be solidified during the detailed design and permitting process. Additionally, regional council has indicated that the overall site has the potential to support up to 4,600 housing units in the long term. Another proposal involving around 1,000 mixed-use housing units in the adjacent area is currently under review and will be brought back to the community council for consideration.
