Report: RCMP Misconduct Cases Surge in 2024, Dismissals Increase Fivefold

In 2024, the Royal Canadian Mounted Police (RCMP) reported a significant increase in misconduct cases against its members. Over 400 allegations were logged, marking a resurgence in disciplinary issues following a period of reduced complaints between 2021 and 2023.

Surge in Misconduct Cases

The data shows that 443 misconduct cases were opened against 408 RCMP members, which includes both officers and civilian employees. This figure highlights a return to pre-pandemic levels, as allegations had dropped below 400 in recent years. The report attributes this change, in part, to the impact of COVID-19 on policing and community interactions.

Increased Dismissals and Disciplinary Actions

According to the RCMP report, five percent of misconduct cases resulted in dismissals or forced resignations. This indicates a five-fold increase compared to the previous year. Additionally, 10 cases resulted in demotions, a number that has doubled since 2022 and 2023.

  • Dismissals and Resignations: 5% of cases led to this outcome.
  • Demotions: 10 cases, doubled from previous years.
  • Corrective Measures: 42% of cases resulted in deferred promotions.

Breakdown of Allegations

Of the total allegations, 32 percent involved discernible conduct such as improper social media posts and sexual misconduct. Furthermore, 22 percent pertained to respect and courtesy violations, while three percent involved improper use of force.

Workforce Demographics

Among the 408 members facing allegations, 61 percent were constables, and 17 percent were corporals. Only three percent of those involved were civilian employees, such as administrators and dispatchers.

Disciplinary Processes and Outcomes

During investigations, it was common for members accused of misconduct to be suspended with pay or reassigned. Only in exceptional cases were pay and allowances halted. In 2024, 30 percent of the cases resulted in remedial measures, indicating mandatory training and supervision.

Outcome Type Percentage in 2024 Notes
Remedial Measures 30% Down from 51% in 2023
Corrective Measures 42% Up from 34% in 2023
Serious Outcomes 24% Increased from 14% in 2023

Future Directions for the RCMP

The RCMP has indicated plans to enhance the handling and communication of serious misconduct in 2025. This effort will include reviewing the conduct investigation process to ensure accountability and transparency in addressing such issues.

This report reflects a notable shift towards serious disciplinary measures within the RCMP, emphasizing the importance of accountability in law enforcement.
