Delaware Police Arrest Dover Man for Home Improvement Fraud

Delaware State Police have apprehended Stephen Kurtz, a 59-year-old resident of Dover, on charges of home improvement fraud and felony theft. The arrest stems from an ongoing investigation initiated in November 2025.

Details of the Home Improvement Fraud Case

The investigation revealed that Kurtz entered into a contract with a 64-year-old resident from Rehoboth Beach in February 2025. The victim paid Kurtz over $38,000 for construction services that were never completed. Moreover, the victim did not receive any reimbursement for the funds paid.

Arrest and Charges

A warrant was issued for Kurtz’s arrest, leading to his capture on January 7, 2026. He faces several serious charges, including:

  • Home Improvement Fraud by False Pretense – $1,500 or Greater (Felony)
  • Theft – $1,500 or Greater (Felony)

Both charges include an additional factor, as the victim is 62 years of age or older.

Legal Proceedings and Bond

Following his arrest, Kurtz was arraigned by Justice of the Peace Court 2. He was subsequently released on a $10,000 unsecured bond.
