The panel also determined by a 3-2 vote that the video assistant referee (VAR), Michael Salisbury, should have recommended that the referee review the incident. Three members of the panel described Saliba’s action as a careless kick on Barry, emphasizing the lack of contact with the ball. They characterized the decision as a clear and obvious mistake.
Conversely, two panel members supported the referee’s decision against the penalty, arguing there was insufficient impact and a notable delay in Barry’s reaction.
Manager’s Remarks
Everton manager David Moyes expressed confusion over the decision. He highlighted that similar incidents had been awarded penalties, specifically referencing a spot-kick awarded to Fulham in a match against Nottingham Forest just two days later. The KMI Panel unanimously supported the penalty awarded in that case.
