Prime Minister Carney reaffirmed Canada’s unwavering support for Ukraine during a recent meeting with President Zelenskyy in Halifax. This visit marks President Zelenskyy’s second trip to Canada this year, emphasizing the ongoing collaboration between the two nations amid the conflict against Russian aggression.

Commitment to Peace in Ukraine

As Ukraine faces critical challenges in its fight for democracy, the leaders convened at a significant time. Together, Canada, the United States, and European allies are working to establish conditions for a lasting peace in the region. Since the onset of the full-scale invasion by Russia, Canada has contributed nearly $22 billion in aid, solidifying its position as one of Ukraine’s largest supporters.

Financial Support and Assistance

During the meeting, Prime Minister Carney announced additional financial measures to enhance support for Ukraine:

  • New commitment of $2.5 billion in aid.
  • Financing for the International Monetary Fund, enabling an extra $8.4 billion in loans for Ukraine.
  • Participation in a debt service suspension plan amounting to $1.5 billion for 2025-26.
  • A loan guarantee of $1.3 billion for 2026 aimed at the World Bank’s International Bank for Reconstruction and Development.
  • A loan guarantee of $322 million for 2026 to support gas imports and bolster energy security through the European Bank for Reconstruction and Development.

Collaborative Efforts for Security

Prime Minister Carney and President Zelenskyy also engaged in discussions with European leaders to further joint efforts towards Ukraine’s security and recovery. Their dialogue focused on advancing peace talks and reinforcing support for Ukraine’s defense capabilities, economy, and long-term development.

Enduring Support for Democracy

Carney expressed a resolute commitment to continuing Canada’s support for Ukraine throughout the ongoing conflict. He stated, “Canada stands with Ukraine because their cause—freedom, democracy, sovereignty—is our cause.” This enduring partnership aims to reunite families and ensure that Ukraine can defend itself against future threats.

The collaborative actions taken by Canada and its allies are vital as Ukraine endures another winter amid uncertainty. Through joint endeavors like the Coalition of the Willing, Canada aspires to facilitate a just and lasting peace in Ukraine, one that brings stability to the nation and security for Europe.
