On December 19, 2025, the Clackamas River overflowed its banks, affecting areas southeast of Portland. Homes at the Carver Mobile Home Ranch in Damascus were partially submerged. Thousands in Clackamas County are under evacuation notices due to rapidly rising waters.

According to Sebastian Westerink, a meteorologist with the National Weather Service in Portland, the rainfall amounts are a significant factor in the river’s rapid rise. “Those amounts are certainly contributing to the rapid rise of the river,” he stated.

In addition to flood warnings, winter weather advisories are active for the Cascade Mountain passes. Up to a foot of snow is expected, complicating travel conditions.

As of Friday morning, several rivers in the region continue to rise. The Cowlitz River near Kelso, Washington, is one such example of ongoing flood risks. Power outages have affected thousands, with Portland General Electric reporting over 6,000 affected customers.
