US Army Launches Western Hemisphere Command in Historic Transition Ceremony

The U.S. Army has made a significant stride in its operational structure with the activation of the U.S. Army Western Hemisphere Command (USAWHC). This landmark event took place at Fort Bragg, North Carolina, on December 5, 2025, during a transition ceremony that formalized the new command under the leadership of General Joseph A. Ryan.

Historic Activation Ceremony

The ceremony marked the unification of three major Army commands: U.S. Army Forces Command, U.S. Army North, and U.S. Army South. Gen. Randy A. George, the Army’s Chief of Staff, officiated the event, which included the casing of FORSCOM colors and the retirement of its outgoing Commanding General, Gen. Andrew Poppas. Poppas led Forces Command since July 2022 and has served in the Army for over 37 years.

Leadership Changes

  • General Joseph A. Ryan assumed command of USAWHC.
  • Prior to this role, Ryan was the Deputy Chief of Staff for Operations, Plans, and Training.
  • Gen. Andrew Poppas retired after a distinguished military career.

Key Responsibilities of USAWHC

The newly established command serves as the Theater Army for both U.S. Northern Command and U.S. Southern Command. Its objectives include:

  • Homeland defense
  • Crisis response
  • Regional security cooperation
  • Defense support to civil authorities
  • Immediate response force for the Western Hemisphere

Enhancing Operational Agility

The establishment of USAWHC is part of a broader transformation plan aimed at modernizing the Army’s command structures. Gen. Randy George stated that this consolidation would improve speed, flexibility, and responsiveness to contemporary military challenges. The new command will streamline operations by integrating various Army capabilities into Joint and interagency missions.

Future of the Command

By February 2026, USAWHC is expected to achieve initial operational capability, with full operational capability targeted for summer 2026, assuming all conditions are met. General Ryan emphasized the Army’s commitment to delivering value from this transition and to the strategic priorities facing the nation.

In summary, the USAWHC’s activation marks a pivotal moment in the U.S. Army’s evolution. By bringing together vital operational commands, it aims to enhance defense preparedness and response capabilities throughout the Western Hemisphere.
