ASECNA Ministers in Dakar Adopt Strategic Resolutions for Africa’s Air Navigation

The recent extraordinary session of the Committee of Ministers of the Agency for Air Navigation Safety in Africa and Madagascar (ASECNA) took place in Dakar. This meeting brought together transport ministers and experts from 19 member states to discuss the future of air navigation in the region.

Key Resolutions Adopted in Dakar

During the session, the participants reviewed and adopted critical documents aimed at enhancing air navigation development. Notably, the Strategic Orientation Plan (POS) for 2026–2035 was analyzed alongside the 2026–2030 Services and Equipment Plan (PSE).

  • The Gabonese delegation was represented by General Eric Tristan Franck MOUSSAVOU, the Director General of the Gabon National Civil Aviation Agency.
  • Discussions highlighted urgent needs within ASECNA and the integration of significant unanswered projects from the 2023–2027 PSE.

Highlighting Modernization Initiatives

One of the strategic projects discussed was the modernization of air navigation through the SBAS/ANGA initiative. This project has historical significance, supported by resolutions dating back to 1995. A major concern raised was the limited emphasis on training, prompting recommendations to enhance training integration in future initiatives.

  • Currently, the execution capacity for projects is only at 30%, far below the 80% target set by ASECNA’s management.

Commitment to Governance and Cooperation

The session concluded with the adoption of essential resolutions aimed at strengthening ASECNA’s governance. These resolutions validate the strategic and financial plans necessary for the effective deployment of air navigation projects.

Gabon reaffirmed its commitment to ASECNA’s strategic directions, emphasizing the importance of cooperation among member states. This collaboration is crucial for enhancing aviation safety and optimizing aeronautical infrastructure within the community.

The outcomes of this strategic event reflect ongoing efforts to advance air safety and navigation in the ASECNA region, providing clear recommendations for coordinated and efficient development.
