A recent ruling by the Administrative Labour Tribunal (TAT) declared illegal the pressure tactics employed by union members of Hydro-Québec. These actions, which escalated during stalled contract negotiations, included various obstructive measures across the province.

Illegal Pressure Tactics Identified

Union members of the Hydro-Québec Trades Employees Union, local 1500, engaged in several disruptive activities. Notable incidents included:

  • A snowmobile suspended outside a building in Rivière-du-Loup.
  • A container blocking an exit in Valleyfield.
  • Vehicles and equipment moved into offices, obstructing emergency exits.

These actions raised significant safety concerns, particularly regarding access to emergency routes.

Background of the Situation

The troubling events began on April 22 and 23, 2026, while negotiations for a new collective agreement, which expired in 2023, reached a standstill. Despite no formal strike, these demonstrations reportedly increased.

According to Hydro-Québec, other disruptive measures included:

  • Refusal to work overtime.
  • Sit-ins in cafeterias.
  • Boycotts of meetings.

In an incident in Montreal, a planned operation was delayed by over an hour, deemed an irregular occurrence.

Reactions from Hydro-Québec

Maxence Huard-Lefebvre, Hydro-Québec’s media spokesperson, criticized the tactics as outdated. He emphasized the company’s commitment to safeguard their operations and maintain quality service for their 4.6 million clients, including hospitals and emergency services.

The TAT’s decision mandated the union to cease these illegal activities and return to their regular duties immediately.

Ongoing Negotiations

Hydro-Québec continues to negotiate with the Trades Employees Union, as well as with its technology and nursing unions. The company has reached agreements with five out of its eight unions.
