California Innovation Council Launches
The Governor has unveiled the California Innovation Council, which brings together leading tech policy experts. This council is tasked with developing robust technology policies addressing a variety of issues including:
- Empowering workers
- Countering tech fraud
- Protecting children online
Members include notable figures and organizations such as:
- Laphonza Butler, former U.S. Senator
- Stanford Institute for Human-Centered AI
- Mozilla Foundation
- California Chamber of Commerce
Working Groups Established
The inaugural meeting took place at the Commonwealth Club in San Francisco. The council formed four working groups focused on:
- Protecting Child Online Safety
- Countering Tech Fraud
- Modernizing Government Service Delivery
- Technology, Economic Development, and Workforce
Emerging Technology Accelerator Initiated
A new Emerging Technology Accelerator has also been launched. This initiative aims to create formal partnerships with renowned institutions including:
- Stanford Institute for Human-Centered AI
- UC Berkeley
- Mozilla Foundation

Poppy.AI: Enhancing State Efficiency
In line with AI advancements, the Governor introduced Poppy.AI, a tool designed to optimize state employees’ workflow. Developed with 20 state departments’ input, Poppy.AI utilizes 11 advanced AI models to ensure data security and operational efficiency, without accessing personal information of Californians.
Empowering State Employees
State Chief Information Officer Liana Bailey-Crimmins emphasized the importance of this AI tool. It aims to empower state employees to utilize AI effectively, ultimately enhancing service delivery and public trust.
Training and Fellowship Programs Launched
In response to the Executive Order promoting responsible AI adoption, the California Department of Technology has rolled out over 20 training programs for state employees. These include:
- Responsible AI adoption course
- AI certificate program
- Boot camps focused on generative AI
The initiatives involve collaborations with universities like UC Davis and Sacramento State to create a knowledgeable workforce adept in AI ethics and governance.
